Selects an ASTRO Talkgroup List to be used while operating in ASTRO System mode and on the current Conventional Personality.

When the ASTRO OTAR field is enabled for the current Conventional Personality, only those ASTRO Talkgroup Lists that are referencing the same Secure KMF Profile (from the Talkgroup List’s KMF Profile Index field) that the current Conventional Personality is referencing (from the Personality's KMF Profile Index field) may be selected. |

When the ASTRO OTAR field is disabled for the current Conventional Personality, any Talkgroup List may be selected. |
When the Rx Voice / Signal Type field is set to "ASTRO" or "Mixed Mode", and
when the Talkgroup field is "Enabled".
